He built that function from about 20 employees, reduced labor cost roughly 30% through standardized compensation banding, ran HR due diligence and workforce integration across three acquisitions, and executed both a reduction in force and a site consolidation. When organizations call

The seat is empty

A CHRO or VP-HR has left, or is about to. A permanent search runs six to nine months and the function still has to report, comply and pay people on Friday.

The function does not exist yet

Headcount has outgrown the founder, the office manager, or the payroll vendor. HRIS, onboarding, compensation structure and performance management have to be built, not bought.

A transaction is moving

Workforce due diligence before close, and integration after it. Two pay structures, two benefit plans, two cultures, and a deadline that does not move.

Something has to contract

A reduction in force, a site closure or consolidation, or a multi-state compliance exposure that has to be remediated before it becomes litigation.

How an engagement is structured

Four steps, and the first one costs nothing.

  1. A scoping call

    Thirty minutes on what the seat has to cover, who it reports to, and what is already on fire. You leave the call with an honest answer about whether this is the right shape of help — including when it is not.

  2. A written scope and rate

    Hours per week, the decisions the role will own, the deliverables with dates, and the rate. Quoted against the scope rather than from a price list, and it does not change without a written change to the scope.

  3. The engagement runs

    Fractional engagements run on a standing weekly schedule — typically ten to fifteen hours. Interim assignments run full-time for a defined term. Either way you are working with the principal directly, not a coordinator.

  4. Handover

    Every engagement ends with the function documented and transferable: written processes, clean system configuration, and a briefed successor or internal owner. The measure of the work is that it holds after the engagement stops.

Terms

Engagements are contracted on a 1099 basis through Parker Jackson Group LLC. Remote nationally; on-site work is available hybrid within thirty miles of Annapolis, Maryland, and by arrangement beyond it. Parker Jackson Group is service-disabled veteran-owned.
